City Council Vacancy

The City of Linn Valley is accepting applications to fill a vacancy on the City Council pursuant to Resolution No. 148.
Eligibility Requirements:
• Must be a qualified elector of Linn Valley.
• Must live within the city limits.
Application Requirements:
• Completed City Council Vacancy Questionnaire
• Current résumé
• Optional letter of interest
Role of Council Member includes policy setting, budget oversight, infrastructure planning, and operational governance.
Applications must be received no later than Wednesday March 25th, 2026, at 12:00pm. Applications can be returned to City Hall or email to mayor@linnvalleyks.com.
Public interviews will be conducted during a properly noticed open meeting unless waived in accordance with Resolution No. 148.
Application materials may be subject to disclosure under the Kansas Open Records Act.
The appointed individual will serve the remainder of the current term, expiring January 2028

Construction Progress Summary – March 3, 2026

Booster Station / Transmission Main / Bulk Fill Station
• Transmission Main and Booster Station construction are complete.
• Finish grading at the Booster Station will be completed soon.
• Haynes to be onsite Thursday at 8:30 AM for Hi-Tide system onboarding with city and La Cygne representatives.
• Mike Page will manage the Hi-Tide system and coordinate with La Cygne.
• City received KDHE permit for the water tower on March 2.
• Bulk Fill Station will be ready once Flow Point contract and software setup are complete; contracts are with the City Attorney.
• POA requested a longer fill hose; Mike Page will pursue options.
• Discussion continues on whether the new fill station must remain open 24/7; potential operational conflicts noted.
• Once finish grading is complete and the fill station is operating, Section A of the contract can be closed out.

Distribution Lines

• Updated Construction Progress Map included with minutes.
• Work ongoing on Lines E, F-4, P, Q, and connection at Ullery Rd & E 2400th Rd.

Connection to Existing Linn Valley System
• Connection can be made at Line D (Rose Marie Dr).
• Existing treatment facility expected to remain open until March 2027.
• BG to coordinate timing with POA, Linn Valley, and La Cygne.
• Hettinger responsible for connection means/methods and water quality.

Camper Lots

• City may exempt non-full-time camper residents from meter ordinance and possibly remove some camper lots from the project.
• Council member Hemphill will verify which lots have campers.
• USDA contract requires a minimum number of installed meters based on 830 units.
• Aaron will attend March 9 council meeting to discuss this and Change Order #2.

Meters
• Hettinger has started replacing Linn Valley meters, but some locations missing or not on the removal list. Coordination with Maintenance Supervisor underway.
• BG researching whether new lids are required for swapped meters.
• Meters for new lines will be installed soon.
• City instructed Hettinger not to install meters on camper lots pending council decision.

Change Order #2
• BG and Hettinger recommending adding 19 flush hydrants at dead-end lines to improve system maintenance.
• Will be presented at March 9 council meeting; already sent to USDA-RD.

Payments
• Pay App #8 approved in February.
• Pay App #9 expected soon for March 9 approval.

Field Issues
• Hettinger notified about spoil piles requiring removal; hauling to be done ASAP.
• Complaints about muddy roads; roads are being scraped but cannot be fully cleaned until line installation ends in those areas.

Schedule
• Overall progress estimated at 43% as of Jan 31, 2026 (Pay App #8).
• Transmission Main/Booster/Fill Station milestone billed at 98%.
• Distribution Main milestone 34% billed.

Other
• No additional quality or work-standards issues discussed.
